About MCA

The Government of Belize (GoB) is in the process of establishing an independent executing agency called the Millennium Challenge Account – Belize (MCA-B).  The MCA-B will be created by an act of Parliament to undertake the rights, obligations, and responsibilities of the Government of Belize under the Compact, which is expected to be signed in September 2024. The MCA-B is located in Belize City and will be the entity that employs staff in its own capacity. 

The Compact, detailed below, is between the Government of Belize and the Millennium Challenge Corporation (“MCC”). MCC is a U.S. government agency focused on assisting countries and is dedicated to good governance, economic freedom, and investing in people. MCC will not be party to any employment agreements resulting from this vacancy announcement. 

Belize Compact

In December 2021, MCC’s Board of Directors selected Belize as eligible to develop a five-year grant agreement known as a “compact” that will include two separate projects: 

 

  1. The $73.8 million Education Project aims to equitably increase the number of post-primary graduates with the competencies relevant to labor market demands
     
  2. The $21.1 million Energy Project will address the root causes of the high costs of wholesale electricity.

Manager, Human Resources

Position Objective

Under the supervision of the Managing Director of Operations, the Human Resources Manager is responsible for managing the HR functions related to workforce planning, recruitment, compensation and benefits, performance management, and adapting MCA-Belize’s HR policies to the applicable requirements and organizational needs.

The Human Resources Manager will be expected to carry out the following among his/her primary responsibilities:

Responsibilities

  • Implement and manage HR services, including workforce planning, recruitment, payroll, training, performance evaluations and rewards, and HR policies according to MCA-Belize needs and MCC/MCA-Belize standards.
  • Translate the compact program's requirements into a staffing and recruitment strategy for MCA-Belize, including a comprehensive staffing plan, job descriptions, an outreach and recruitment approach, and procedures for evaluating applications and interviewing candidates.
  • Manage contracted and internal recruitment activities from posting job vacancies, shortlisting candidates, scheduling applicant interviews, and negotiating entry salaries to awarding employee contracts.
  • Develop, explain, and administer a common benefits program for the staff of MCA-Belize, including personal and medical leave, health or medical insurance, ensuring strict compliance with policies, guidelines, and procedures.
  • Develop effective processes for staff orientation, onboarding, and training plans that lead to the achievement of MCA-Belize goals and compact objectives. Evaluate employee performance with objectivity and transparency.
  • Develop the MCA-Belize HR manual in collaboration with MCC using the MCC Guidance on MCA Human Resources Procedures and Manuals, which provides an effective framework for establishing and running an MCA. All MCAs must adopt an MCA HR manual that complies with this MCC Guidance to MCC’s satisfaction.
  • Manage the development of training and professional development programs for the staff of MCA-Belize and its implementing entities.
  • Maintain files for all MCA-Belize personnel, ensuring information security, accuracy, and confidentiality.
  • Document issues relating to HR services, operations, policy implementation etc. and best practices to help inform process improvement.

 

 

Required Competencies

  • A bachelor’s degree in administration, management, Human Resources, or other related function such as a certificate in HR.
  • A minimum of seven (7) years management experience developing and applying human resources policies consistent with international standards and Belizean labor law.
  • Demonstrated experience in all aspects of human resource services, including the successful development and implementation of professional recruitment strategies, training and development plans, performance appraisal and performance management systems, retention strategies, comprehensive benefits packages, conflict mediation and human resource policies.
  • Demonstrated ability to interpret and apply current Belizean labor and employment practices, standards, regulations, and laws.
  • Demonstrated experience managing human resources in a program of similar scale and scope.
  • Fluency and excellent written and verbal communication skills in English are required.
