Job Description

About MCA

The Government of Belize (GoB), together with the Millennium Challenge Corporation (“MCC”), is in the process of establishing an independent executing agency called the Millennium Challenge Account – Belize (MCA-B). MCC is a U.S. government agency focused on assisting countries and is dedicated to good governance, economic freedom, and investing in people. The MCA-B will be created by an act of Parliament to undertake the rights, obligations, and responsibilities of the Government of Belize under the Compact, which is expected to be signed in September 2024.

The MCA-B is located in Belize City.

In December 2021, MCC’s Board of Directors selected Belize as eligible to develop a five-year grant agreement known as a “compact” that will include two separate projects: 

 

  1. The $73.8 million Education Project aims to equitably increase the number of post-primary graduates with the competencies relevant to labor market demands
     
  2. The $21.1 million Energy Project will address the root causes of the high costs of wholesale electricity.

 

Position Objective

The Information Technology (IT) Manager will provide technical support and serve as the MCA lead, to develop and maintain an Information Technology system to support the business applications and IT communications requirements of the MCA Belize office. The IT Manager will be expected to carry out the following among his/her primary responsibilities:

Responsibilities

  • Assess the IT and management information system (MIS) needs of MCA-Belize and optimize systems, policy, controls, and strategy to ensure the secure and stable information technology network and systems to support the activities of the MCA.
  • Manage a small external team of IT technicians who provide daily administration and customer support for the MCA IT systems and business applications.
  • Determine technical specifications and assess vendors for IT systems and services to ensure the procurement of said systems and services are aligned with MCA-Belize program and operational needs.
  • Lead implementation of MIS-based functional requirements and management of assigned MIS projects to ensure optimal alignment of the MIS infrastructure with current and future needs as well as ensure the integrity and security of systems and data stores.
  • Ensure integrity of MCA’s computerized systems and security measures over the network infrastructure and data stores.
  • Monitor systems and IT infrastructure and develop management metrics for the continuous improvement of the computing environment.
  • Maintain accurate inventory of hardware and software assets and manage renewals.
  • Manage, motivate, and collaborate with IT technicians to ensure that they are well-equipped for current and future systems challenges.
  • Develop and update relevant system documentation, which may include the business continuity plan, data back-up plan, disaster recovery plan, project schedules, MIS infrastructure, and training plans.
  • Provide user support across MCA-Belize, including setting up hardware or software, diagnosing connectivity or data access problems, answering questions about hardware or software, and helping users access shared drives and devices.
  • Develop and update the IT annual operational budget and work plans.
  • Administer the MCA’s website, including support the MCA-B team to use the content management system.
  • Perform system administration and engineering tasks as needed.
  • Perform any other duties as may be assigned sometimes.

 

Required Competencies

  • A bachelor’s degree in Computer Science or Information Systems or Information Technology or other related field.
  • A minimum of seven (7) or more years of progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems, including websites, web-based applications, database design and administration, LAN and WAN design and management, Windows domain services management, and project management.
  • Experience managing staff and contractor resources.
  • Ability to work with minimal supervision and ability to work as part of a team.
  • Fluency and excellent written and verbal communication skills in English are required.
  • Experience with cloud-based technology (Google Applications or Microsoft Office 365).
  • Experience with the engineering, design, and management of:
    • Data center infrastructure (power, cooling, etc.).
    • Network infrastructure (Cisco switches and routers).
    • Firewall administration (e.g. Palo Alto).
    • Backup systems (e.g. Veeam).
    • Virtualization (Nutanix preferred).
    • Servers (Windows Server).
    • Anti-Virus (e.g. Sophos).
    • Windows Desktop OS (Windows 10).
    • Microsoft Office / M365; and,
    • Cybersecurity-related hardware and software.
  • Experience managing a Windows Active Directory Domain.
  • Experience managing Windows Updates, Windows file shares, Windows DNS, and Windows DHCP services.
  • Experience with Business Automation Applications (SAP) and Microsoft Databases (SQL Server).
  • Experience with network security audits.
